Resurgent Russia? A Still-Faltering Military

In the sixteen years since the fall of the Soviet Union, the Russian military has endured notoriously poor conditions. Recent reports seem to indicate that the Russian armed forces are making a comeback. But is that truly the case? Strauss Fellow and government professor Zoltan Barany argues that reports of the Russian army's imminent resurgence are exaggerated, based on his analysis of defense reform, the armed forces' manpower and military expenditures.
